BSB4 charts are encrypted. In order to get information about the 
encryption used,
you will have to sign an NDA with Maptech. Even if you do figure out 
how to decrypt
the files by yourself, you'll likely run afoul of the DMCA (in the US) 
or similar
legislation currently being proposed in Europe and elsewhere around the 
globe. I'd
be very surprised if GDAL were to support BSB4 any time soon.
