Masoud,

The GDAL web page lists a number of projects using GDAL, some of which are
viewers.  You might want to check there.  I will suggest OpenEV which
supports both GDAL raster formats and OGR vector formats.   A kit for
windows with lots of formats built in is available at:

   http://gdal.org/dl/openev/OpenEV_FW_182.zip
