To build the SFCOM OLEDB provider, cd into gdal\ogr\sfcom_oledb
and do "nmake".  That should build one in the sfcom_oledb\ogrprov
directory.

I will warn you that the OLEDB provider was always a bit flakey and
hasn't had any attention in a year or two.
