Yes, I am hoping GDAL 1.2.6 will be released pretty soon.   Perhaps I will 
issue a beta by Monday. 

I am trying to finish up the MrSID driver optimization (first pass is in
CVS now), and finish up the change to the GDALRasterBand cache
handling for very large images (the two level cache). 

Once I have the 1.2.6 out I need to work on VB6 bindings for GDAL and
then back to the rest of your TODO items.
