[Gdal-dev] Accessing identification string?

Many formats support some form of dataset identification.  E.g., from
an SDTS dataset:

TITL :  = GULER MOUNTAIN, WA / TRANSPORTATION

There does not appear to be a way to access this string from GDAL/OGR.
 If this is so, how do you get that information?  If not, is there a
plan to add support for this?
