Librarian data, or rather the librarian catalog & index to the actual 
data, is a workspace named "database" containing:

* a polygon index cover, akin to what you get from gdaltindex, 
containing the path to each tile workspace and a [P]resent [N]ot-present 
flag for each layer
* a template cover for each layer in the library. The templates have no 
geometry, just the attribute structure and definition. All tiles are 
guaranteed to match the templates (well, unless you create the library 
through the backdoor, but that is a whole other story).

I'd can provide more details and an example for anyone interested in 
pursuing this.
