[Gdal-dev] FW: GDAL & Proj4 proposed file locations

PROJ_LIB and GDAL_DATA envvars are normally used.

At runtime, use pj_set_finder() and CPLSetConfigOption("GDAL_DATA", 
....) to override the default envvars for the data directory locations.
