Otto,

I have reviewed your spec file, and it seems to configure with the
default prefix, and then try to override it at make time.  However,
the configure is dumping the prefix into gdal/port/cpl_config.h
at configure time and that can't be overridden at build time.

This is not something I am keen to change.
