As I already tried to explain in the thread one year ago this can
only be solved by packaging the grassgdal-plugin in a seperate
package. It happens that I will build a new grass package for FC4
together with this plugin within the next few weeks (hopefully
already this week).

Do you the package on [1]? I built this package with the current
Fedora postgresql-devel package. Or did I miss something?

Yes, I do :-) Just one week ago I submitted a request for package
review to Fedora Extras. Look at the corresponding bug report [2] to
see its status. There have been made a few comments on my pacakge.
I still have to react to last one. I will hopefully have some time
to do so this week.
In the meantime I am waiting for a reviewer. There a about 60
packages before it's the turn on my package[3]. If you are
interested in the progress of this package you could just add
yourself to the Cc of this bug.
Many greetings,
Silke
