It seems that Frank's observation is correct - please see the following

Rostic,

What WKT .prj file does ArcGIS use for the coordinate system?

I checked an old ArcGIS "26747.prj" and I see that it is using a false
northing of 4160926 feet while the OGR definition for
EPSG:26747 has a false northing of 127079 feet.  I'm not sure which is
right but the different might well account for the error.
