This is pretty much the same as what we have for the MapServer Technical 
Steering Committee (MTSC) with the exception that contrary to the MTSC, 
this GDAL/OGR PMC is not limited to technical issues. Since the MTSC 
works very well, I think this PMC is going to work very well for GDAL/OGR.
