TAB files are very well supported via OGR. Workspaces are not.

The only tool I am aware of is a little MapBasic utility to export a 
MapInfo workspace to a MapServer mapfile. Look for it under "Tools to 
create mapfiles" at http://umn.mapserver.ch/
