Well, I have an inherent mistrust of "modern" C++ services, and a fear
that we will find them poorly deployed on some platforms.  I don't
really understand why the regular version of stuff doesn't work.

I'd be ok with change cpl_strtod.cpp as you suggest, and we can see how
it plays out as people try it.  Sort of an experiment.
