I delete 'LIBZ' and '_' in lines:
echo "${ECHO_T}no" >&6LIBZ
echo "${ECHO_T}setting DODS root directory to $with_sqlite" >&6_

and all have configured and installed.

But I don't know is it right.
Now I shell build mapserver.
