[Gdal-dev] GDAL C# for MONO/GCC/G++

Developers,

I've added the support for building the GDAL C# interface for the
MONO/GCC/G++ combination can be usable on LINUX and hopefully on OSX
as well.

I would like to call for a help to test this approach on some systems
and confirm whether the

make veryclean
make interface
make
make test

sequence is working in the /swig/csharp directory. (swig-1.3.27 or
later and the MONO package should be installed previously. Currently I
have mcs-1.1.80 and mono-1.1.83)

It would be also helpful to add these steps to the buildbot.
