Ari,
I'm afraid there is no chance of getting measures in OGR
geometries introduced for 1.3.2. It's a big job and I'm basically
waiting for the Simple Features revision working group at OGC
(on which I sit) to settle things out before I start implementing
this as part of a general "simple features" overhaul in OGR. Given
that this is likely to result in various breakage, I may also take this
opportunity to do my long planned "unification" of OGR into GDAL.

I would like to have a proper page on the web site dedicated to each
of the alternate interfaces to GDAL (python, perl, ruby, Java, VB6,
etc) that work fairly well. I don't know if all of them will get done
by 1.3.2, but if you can prepare a "one web page intro" to perl for
GDAL we can cover that off.
The various "gdalscripts" don't really get proper visibility on
the web page currently.
Best regards,
