[Gdal-dev] GDAL-OGR reporting failed to load NAD27-83 correction file

I have the GDAL library transforming between various projections without a
problem but when I try to transform between NAD27 and NAD83 I get the
"failed to load NAD27-83 correction file".  I have the PROJ_LIB
environmental variable set and the Proj4 library can see the "conus.dat"
file.  Any ideas?  Anyone?
