Nick,

I'm not aware of one that does it all for you.  You can use gdal_translate
to cut out a tile from a bigger image, but to auto-tile an image you
would need to write a script around that.

I think example programs for this may have been submitted previously on
this (or perhaps the mapserver-users) list so you might want to do some
searching.
