So long as a web page is not the -sole- posting. Websites can vanish, be 
re-organised and silently updated for a variety of reasons (not 
necessarily maliciously, mistakes happen too). This is precisely why 
some of the security mailing lists require there be no web-only records 
of exploits, fixes etc.
