[Gdal-dev] Motion: Extend Commiter Priveledges to Ray Gardener

Motion:

I motion to extend commiter priveledges to Ray Gardner.  Ray developed the
Leveller driver, and has made substantial improvements to the BMP driver.
He has also provided a few other fixes, and has an interest in improving
the photometric handling in GDAL.  He has also reviewed and agreed to the
RFC 3 Commiter Guidelines.
