Motion: Commiter Access for Swapnil Hajare

Swapnil has contributed some fixes to the AIGrid driver and a test script,
and has been hired (by me) for general GDAL maintenance.  Based on his work
for me so far I'm pleased with his ability as a developer, and I'm prepared
to monitor his work until he gets comfortable with GDAL development.  He
has reviewed RFC 3 and agreed to abide by it's guidelines.

Swapnil will also be committing changes on behalf of the other Indictrans
developers and will be responsible for a first level vetting of any changes
they offer.
