I believe you'll still need to install the OCI client libraries as I'm
sure it's not kosher to distribute those.

AFAIK, the only officially known distribution of GDAL that includes OCI
support is MS4W (http://www.maptools.org/ms4w/).
For specific features like Oracle support, it's usually to build GDAL on
your own.
