[Gdal-dev] oziexplorer .map reader?

Dear GDAL Developers,

I'm seeking a gdal format driver to read Oziexplorer .MAP format or 
Fugawi .JPR format for georeferencing an image. If this doesn't exist 
already, what would it cost (and how long might it take) to write one?
