AFAIK yes.
If you run only ./configure without any PostgreSQL related options,
the ./configure script will *try* to detect it and if found,
it will turn the PG support on.

You can always try-and-see :-)
Some of default values of options are listed after you run:
./configure --help

I don't know any better way.
