I probably mentioned this in response to the wrong topic;

Commiting to *Visual Studio Express* seems the best method to me.

It's free for everyone to get and fully dotnet 2.0 compatible. This way 
no one has to invest big money to get up and going on Windows!
It takes a bit of work but is documented; VC++ in Visual Studio Express 
doesn't ship with MFC support, you have to download the MFC SDK, do some 
little tricks and you're up and running
