Regretfully, I'm -1 on promoting 1.5.0RC1 to 1.5.0.

I was annoyed by the gdaltindex on win32 build problem, but willing
to live with it:

But I feel the 1-bit geotiff writing being broken is pretty serious and
justifies a new RC.

I will fix 2115 and then issue an RC2.  No birthday joy for the bad boy
who wrecked the GTiff driver. :-(

If there are any other fixes that belong in 1.5 branch please get them
in immediately for inclusion in RC2.  Talk to me if you suspect they may
be dangerous.
