[Gdal-dev] Motion: Commiter Access for Hannah Valbonesi

Motion: That Hannah Valbonesi be granted GDAL/OGR commit access.

Hannah has been working on the raster support at Safe Software, including
the GDAL related aspects for a few years now, and has a good grasp of GDAL.
She has previously routed fixes through me, but increasingly it would be
helpful for her to be able to commit improvements directly.
