Motion: To extend commiter writes to Peng Gao for GDAL subversion.

Peng Gao is head of the raster team at ESRI and has been working with me
closely for a couple years now, including provide quite a number of excellent
patches.  He has reviewed and agreed to the GDAL Committer Guidelines (RFC3).
