[Gdal-dev] Motion: Promote GDAL 1.4.0 RC1 to be GDAL 1.4.0 Final

Motion:
That the GDAL 1.4.0RC1 release candidate be promoted to being the official
GDAL 1.4.0 release.

GDAL PSC members (myself, Howard, Andrey and Daniel) should vote on the above
motion. All gdal-dev committers and users are welcome to comment on the motion
if they have input.
I haven't seen any serious problems with the GDAL 1.4.0 RC1 release, so I'm
floating the idea of promoting it to be 1.4.0 final. There have been some
issues discovered:
o The netcdf driver Open() method can fail with an assert in some cases
(such as trying to open a zero length .rst file). This isn't fixed in
CVS but could be before an RC2.
o Dori's bug is still apparently not fixed though I haven't investigated
nor can I promise it would be.
o Ari has committed a change with the description " gdal.pm, gdalconst.pm,
ogr.pm, osr.pm: gdal.pm etc. have been replaced with lib/Geo/GDAL.pm etc."
o Tamas has made some changes in the csharp bindings, apparently related to
building on unix / linux.
o There is a tentative fix for MITAB/mapinfo prime meridian support that could
be applied for an RC2 if there was one (not currently in CVS).
There are of course many other outstanding bugs, but there is not reason
to believe a new RC will resolve them. I
Contrary to our standing rules for 2 business days notice, I would like to
close this motion on Saturday and issue the final release on the weekend
if there is adequate support and no objections.
