[Gdal-dev] Motion: Promote GDAL 1.4.0 RC1 to be GDAL 1.4.0 Final

I'll vote +0 since I didn't manage to test RC1 much myself so I can't 
give a full +1, but based on your feedback I believe it's safe to go ahead.
