Motion: To give Martin Chapman commit access on GDAL/OGR.

Folks,

Martin Chapman of SANZ is a skilled developer, and is currently working on
improvements to the Postgres, and MySQL drivers (implementing GetFeature()
for ExecuteSQL() resultsets) and is also working on Raster Product Format
(RPF) driver for GDAL.  He has reviewed and agreed with the conditions in
RFC 3, and will be thrilled to have him as a member of the GDAL development
team.
