[Gdal-dev] Motion: Migrate from Bugzilla to Trac

I think we have heard from all members of the PSC now in positive  
support of this proposal.  I reiterate my call for folks to take a  
look at the Trac instance and compare it to our Bugzilla one for any  
import anomalies.

Unless something major is found that cannot be dealt with in the  
migration scripts, I propose that the actual migration take place  
Saturday morning from 0000 UTC to 0500 UTC.
