Daniel,

My client is only interested in RFC 11 and 12 support for raster data,
so I have no pursued adding them to OGR.  I also sort of feel that these
would be more appropriately incorporated into OGR at the point where OGR's
driver model gets merged with GDAL's (GDAL/OGR 2.0?).
