Motion: To extend GDAL/OGR committer status to Dr. Konstantin Baumann.

Konstantin (Kosta) has been a user of GDAL/OGR for several years, and recent
developments at his Institute require some improvements to GDAL/OGR.  He has
been submitting detailed bug reports, and patches and most recently RFC 13
demonstrating a good understanding of GDAL/OGR.  He has already agreed to
adhere to RFC 3 committer guidelines.
