Motion: Commiter Status for Phil Vachon

Phil has contributed a JAXA PALSAR driver to GDAL, and has a COASP
driver "in the pipe".  He is also a frequent attender of OSGeo Ottawa
meetings, an afficianado of SAR imagery, and a software developer at PCI.
I am confident he will be a valuable contributor.

Phil has reviewed RFC 3 on commiter responsibilities, and has agreed to them.
