[Gdal-dev] Added svn-stable version to Trac

Hi,

I added new version tag called 'svn-stable' to the Trac's New Ticket
form. This tag refers to stable branch in SVN, stable for the date of
ticket report. Currently, stable branch is stored under branches/1.4.

For those who do not know much about GDAL branching practice.

The trunk is dedicated to the most recent development version of GDAL.
When the team decides to freeze trunk as upcoming line of release
versions, it's copied to branches/X.Y, where X.Y is version of release
versions. For example, branches/1.4 is a matter of childs named having
following names 1.4.0, 1.4.1, 1.4.2, and upcoming 1.4.

Stable branch is dedicated for bug fixes only, no new features or
serious changes are accepted there.

Next upcoming freeze is called 1.5, so new branch will be created:
branches/1.5 and new releases will have numbers like 1.5.0, 1.5.1, etc.

So, anyone who uses GDAL grabbed from SVN branches/1.4 and wants to
report a ticket related to this code, please select 'svn-stable' from
Version drop-down box.
