QGIS, MapServer, GMT, GRASS.

If you need to do it from the commandline but would be willing to do
some work to construct the "cartographic representation" you might use
MapServer and it's shp2img command.  If you want to (are willing to) do
it in a GUI environment a desktop GIS such as QGIS would be a good
choice I think.
