[Gdal-dev] Motion: Release 1.4.3RC1 as 1.4.3

Motion: To release the GDAL 1.4.3RC1 release as GDAL 1.4.3 release.

PSC Members,

I'd like to start a formal vote to make 1.4.3RC1 become the official 1.4.3
release.  If the motion is supported, and no blocking problems are encountered
the formal 1.4.3 release should occur Tuesday evening.

I shall withhold my vote till I've had time to test the release candidate
but I wanted to "start the timer".

Non-PSC members are of course strongly encouraged to let us know of problems
with the release.
