I see I neglected to follow up on this vote.  I declare the motion
passed, and RFC 22: RPC Georeferencing adopted.  The voting was:

   +1: HowardB, EvenR, TamasS, FrankW
   +0: DanielM

I'm going to go ahead and commit the swig bindings, but I think there is
still lack of consensus on them, so I'm open to some adjustments in how
they are setup as long as it is done before 1.6 release.
