Andrey, PSC Members,
On further consideration I think expressing the recoding features via the
CPLString is not such a great idea since it is not externally accessable as
part of the C API, and it is getting us all bound up in particulars about
the CPLString.
I am withdrawing my initial version of RFC 23, and calling for a new vote
on a new form (RFC 23.1) replacing the CPLString recoding stuff with a
C API version.
We can choose to extend the CPLString with recoding options, or derive
subclasses of CPLString in the future without an RFC as long as it doesn't
affect existing implementation, and base it on the C API for the underlying
work.
