Sjur,
thanks for your suggestions - I tryed both the Visual Studio Setting and
building manually.
In Visual Studio everything was set correctly and building the def
manually gave me the solution why it is (still) not working.
The generated DEF File looks like the following:

Dump of file proj.dll
File Type: DLL
Summary
2000 .data
1000 .pdata
5000 .rdata
3000 .reloc
41000 .text
---------------------------
(the --- are not in the file)
So this seems to me as proj.dll does not export anything and thus the
.lib is not created automatically.
This is strange because the Visual Studio project has a .def file itself
where functions are exported and some "extern" terms before exported
functions.
Am I something missing? (And Maybe I should ask for this on the Proj.4
mailing list)
