[gdal-dev] Axis Ordering RFC

Folks,

Due to issues with GDAL handling of geographic GMLJP2 files (and issues on
the horizon with WCS 1.1 support) I'm eager to get "axis order awareness"
into GDAL 1.6.0.  I have prepared a preliminary RFC and am currently seeking
feedback.
