[gdal-dev] pcs.csv question

Hi Frank,

Hey in the pcs.cvs file origins and central meridians are listed in what appears to be decimal degrees.  But the value is the same as degrees minutes.  

Is there a field to indicate interpret as degrees.minutes as opposed to decimal degrees?

Example:
pcs code 26961 Hawaii zone 1 has a:
origin 18 degrees 50 minutes N
central meridian 155 degrees 30 minutes W

In the cvs file it's:
18.5
-155.3

Any insight appreciated...
