I'm afraid but the SEP format described on this page
is not supported by GDAL.

There are a couple of things you may do:
- implement SEP driver for GDAL
- fund implementation of SEP driver
- propose SEP driver as Google Summer of Code project,
perhaps there will be interested students or you know some
(http://trac.osgeo.org/gdal/wiki/SummerOfCode)
