Motion: Commiter Status for Didier Richard

Didier has contributed recently the new OGR Geoconcept driver, improvements to 
OSR to add new projection support and a few bug fixes/patches. He is also a 
PROJ.4 and GeoServer commiter. Having commit access will surely be easier for 
him to keep us his good work.

Didier has reviewed RFC 3 on commiter responsibilities, and has agreed to 
them.

Starting with a +1 from me.
