It may be the program is doing exactly what it has been instructed to
do, but it is contrary what users reasonably expect: that asking for
compressed output will result in a smaller file. However since it does
not appear to be possible to change the behaviour at present I've added
a note to http://trac.osgeo.org/gdal/wiki/UserDocs/GdalWarp about it.
