Cherif,

AFAIU, you are looking for a pair of GDAL driver + format specification
you could learn from it in order to develop new driver.
If there is a problem with finding JDEM, I think you could grab GeoTIFF
driver or any other with published and available spec.

Sorry, I can't help particularly with the JDEM documentation.
