I agree with RFC 3 and have also cleared this (JPIP client driver) with
ITT VIS management.

Motion: Grant Norman Barker GDAL/OGR commit access.
Norman has been involved with GDAL for several years, and is currently
working
on a JPIP client prototype with progressive display support, and the
associated
RFC (http://trac.osgeo.org/gdal/wiki/rfc24_progressive_data_support). I
would
like him to have commit access so he can provide the prototype through
the
GDAL /sandbox, and eventually provide on going support for it when it
moves
into the mainline.
