[Gdal-dev] GDAL seems unable to translate CIB data set

Ollie,

Can you make .\NI425J2\01LGBN2B.I42 available for inspection?  I imagine Even
will need to comment on the particulars of the RPFTOC driver - I see this
assertion is coming from it, not the NITF driver.
