[gdal-dev] ogrinfo and ogr2ogr are unable to open AVCE00 files

I downloaded the e00 files from this url http://www.mass.gov/mgis/ftpgnm.htm
I also made a test translating the file to binary and ogr tools works correctly
with the binary version of the file.
